The course is focused on providing the students with up-to-date, relevant and useful knowledge on the backgrounds and reasons for agricultural policies in general and considering the situation in developing countries. This is related also to the classification of basic elements linked with policies: public and private goods, farms, farming systems, stakeholders, institutions, measures, goals etc. Based on this, the course provides the knowledge on all links of the policy making cycle: formulation of policy goals, ex-post evaluation of current policies, establishing of new policy set, implementation of new policies and monitoring and ex-ante evaluation of new policies. For the evaluation, the students are acknowledged with methods for impact analyses of selected policy measures, including the assessment of the multi-functionality of agriculture. Special attention is given to policies related to food security, risk management and investments and risks linked with policy failures under special conditions in developing countries.
